Sarajevo air pollution — when it's a problem, when it isn't, and what the numbers actually show

December through February the city is one of the most polluted in Europe. March through November it is normal for a Central European capital. The reasons — coal heating, valley geography, temperature inversion — and what to do if you visit in winter.

Yes, Sarajevo has an air-pollution problem. It is one of the two or three worst-affected European capitals during a ten-week window in winter. For the rest of the year the air is normal for a Central European city. This is the honest answer, and the specifics matter.

The seasonal window

Sarajevo’s air pollution is not a year-round crisis. It is a winter phenomenon, driven by three factors that converge for about ten weeks each year, from late December through mid-February.

  • Coal and wood heating. An estimated 30,000 to 40,000 households in the wider Sarajevo Canton still burn coal, wood, or biomass for winter heat, typically in inefficient stoves. Most of the city grid uses gas or district heating, but the outer neighbourhoods, older Vratnik and Bistrik houses, and much of the wider Canton do not.
  • Deep east-west valley. Sarajevo sits in a long, narrow valley closed by the Trebević ridge to the south and the Vratnik and Igman uplands to the north and west. Cold winter air stagnates in the valley floor.
  • Temperature inversion. In cold, still weather, a layer of warm air aloft traps the cold, smoke-laden layer at ground level. This creates the effect Sarajevans call magla — a persistent grey-brown haze that can last for days.

When all three converge, coal-heating peak + a stable high-pressure winter week + no wind to clear the valley, Sarajevo’s air-quality readings can spike to hazardous levels.

What the numbers actually show

Annual average: Sarajevo’s mean PM2.5 concentration was 30.8 µg/m³ in 2024 (per IQAir), worse than most European Union capitals but comparable to Belgrade, Skopje, or Krakow. The WHO recommended annual limit is 5 µg/m³; the EU limit is 25 µg/m³.

Winter peak: during the worst inversion weeks in January, hourly PM2.5 readings in central Sarajevo can exceed 200 µg/m³ for hours at a time, briefly reaching the “hazardous” red-band tier on the international air quality index (AQI 300+).

Summer baseline: from May through September, PM2.5 typically averages 10–15 µg/m³, very close to WHO guidelines and much cleaner than most Mediterranean summer cities during heatwave months.

The one-line version: Sarajevo has clean summer air and dirty winter air, and the swing between them is one of the largest in Europe.

When it matters for a visit

Late June through early September: you will notice nothing. The air is clean, the mountain breeze is on, the valley clears out by mid-morning. This is the best air-quality window of the year.

April, May, October, mid-November: normal Central European city. Comparable to Vienna, Prague, or Munich. No practical difference for a short-stay visitor.

Late December through mid-February: here is where planning matters. If a stable-high-pressure week hits, the magla rolls in and stays. During those windows, sensitive visitors (asthma, COPD, cardiovascular conditions) may want to reconsider outdoor timing or wear a mask outdoors.

February 15 through March: the transition. Pollution eases as temperatures warm and heating draw-down begins. Second half of March is generally fine.

What to do if you visit in winter

If you are in Sarajevo during a January inversion week, here is the advice a local editor would give a visiting friend:

  1. Check the daily AQI. Free services like IQAir and Air Sarajevo publish hourly data for multiple monitoring stations across the city.
  2. Go up. The single most effective response is elevation. Take the Trebević cable car up. At 1,160 metres, the ridge sits above the inversion layer and the air is clean, sometimes with a striking view of the smoke cap over the valley below. Same effect from Žuta Tabija or Avaz Twist Tower viewing deck.
  3. Skip the mountains only if the AQI is very high at the base. Air on Bjelašnica or Igman is clean in winter — the pollution is a valley phenomenon.
  4. Wear a mask if you’re sensitive. N95 or FFP2 masks filter PM2.5 effectively. Widely available at pharmacies.
  5. Museums, cafés, indoor restaurants are your friends on the worst inversion days. Sarajevo has plenty of good indoor time — the War Childhood Museum, Galerija 11/07/95, the Historical Museum, Baščaršija cafés with proper ventilation.

What Sarajevans do about it

The city has known the problem for decades. The fix — phasing out household coal heating, expanding district heating and gas conversion — is expensive, slow, and administratively fragmented across the two-entity structure of Bosnia and Herzegovina. Progress has been real: the district heating network has expanded, gas connections are subsidised, and PM2.5 levels are trending downward year over year. Complete resolution is a decade away at current pace.

Sarajevans mostly cope by leaving, many families spend the worst inversion weeks with relatives on the coast or in Belgrade, Vienna, or the diaspora capitals. Or they go up. The cable car running past its capacity in January is a common local sight.

The honest one-paragraph answer

Sarajevo is not “the most polluted city in Europe.” It is a normally-clean city with a dirty ten-week winter window. If you visit April through November, air quality is not something you will think about. If you visit in January, check the AQI in the morning and plan accordingly. The city is not on fire; it is just heating itself with coal in a valley, and that combination has a meteorological cost that visitors should know how to read.

The best time to visit is May, June, and September, for weather, light, prices, and, quietly, air. If you have decided to come in winter for the ski season, the Bjelašnica pistes are above the inversion layer and the air up there is clean.
