Sarajevo — the government admits the air breaks every limit
"The number of exceedances is far greater than permitted for all monitored pollutants." That is not a campaigner's line. It is the conclusion of the Zavod za javno zdravstvo KS-a, cited in the canton's official 2021–2027 development strategy.
The air-pollution story tells you what a visitor needs to know: the air is bad in winter (roughly November to February) and fine in summer. The mechanism is temperature inversions, individual coal heating, and old vehicles in a narrow valley. That piece is practical. This one is official.
What the strategy says
The Strategija razvoja Kantona Sarajevo 2021–2027 is the canton’s own seven-year planning document. The Zavod za planiranje razvoja KS-a prepared it with UNDP support, and the cantonal assembly adopted it in November 2021. Section 1.1.18 (pages 53–56) covers the environment. It’s in Bosnian. The key sentence is worth translating in full:
“Generalni zaključak Zavoda za javno zdravstvo KS-a jeste da je zdravlje ljudi ugroženo jer je broj prekoračenja puno veći od dozvoljenog za sve praćene polutante.”
Translation: “The general conclusion of the Cantonal Public Health Institute is that public health is endangered because the number of exceedances is far greater than permitted for all monitored pollutants.”
That is the health authority’s official finding, cited in a planning document the cantonal assembly voted on.
The specific causes the strategy names
The document names five drivers of the air quality problem. They are structural, not seasonal:

Individual solid-fuel heating. The majority of Sarajevan households outside the district-heating network heat with coal or wood in individual stoves. The combustion is inefficient, the fuel quality is uncontrolled, and the emissions enter the atmosphere at rooftop level, directly into the inversion layer.

Old motor vehicles. The vehicle fleet in Kanton Sarajevo is old by European standards. Emissions controls are not adequately enforced. Traffic congestion in the valley floor adds to ground-level pollution.

Temperature inversions. The Sarajevo valley is a narrow east-west trough between steep hillsides. In winter, that topography traps cold, polluted air at the valley floor. During an inversion event, the air at street level doesn’t mix with the cleaner air above. The inversions can last days.

Insufficient green space and excessive density. The strategy notes that built-up density, particularly in the central municipalities, reduces the urban tree cover and permeable ground area that would otherwise mitigate pollution.

Unreliable gas supply. Natural gas reached Sarajevo in 1979 (the World Bank financed the initial “Environmental Protection Project” in 1975; commercial gas use started 23 March 1980). Gas is cleaner than coal. But the supply isn’t always reliable. When it drops out during cold spells, households switch back to solid fuel, exactly when the inversions are worst.
What the strategy does NOT say
The document does not provide:
- Specific PM₂.₅ or PM₁₀ annual averages. It cites the health authority’s conclusion but does not reproduce the monitoring data.
- A comparison with WHO guidelines or EU limit values. The “exceedances” it refers to are against Bosnian regulatory standards, which are themselves less strict than EU standards.
- A timeline for when the problem will be solved. The strategic measures are in the “priorities and measures” section (Section 2), not in the situational analysis.
The diagnosis is blunt and specific. The prescription is vague and unscheduled.
What this means for a visitor
The practical advice is unchanged from the air-pollution piece:
- May through September: the air is clean. No concern.
- November through February: the air can be bad, sometimes very bad, during temperature-inversion events. Check IQAir or the cantonal monitoring stations on the day. If PM₂.₅ is over 50 µg/m³, limit outdoor time. If it is over 100, stay indoors or leave the valley.
- The transition months (March–April, October): variable. Check before planning outdoor walks.
The canton’s own health authority has concluded, in a document the assembly adopted, that the air exceeds every permitted limit. The problem is on the record.
The solutions are named in the same document: district heating expansion, vehicle-fleet modernisation, fuel-quality enforcement, green-space expansion. Whether any will be implemented by 2027 is an open question.
What to do with the story
Read the air-pollution piece for the practical visitor advice. Read the tap-water piece for the good-news counterpart: Sarajevo’s karst-aquifer water is genuinely excellent, and that story is as verifiable as this one.
The honest framing: Sarajevo has a ten-week winter air problem and a forty-two-week year of clean mountain-valley air. May through October, the months most visitors come, the valley is one of the more pleasant places to breathe in urban Europe.
The problem is documented, named out loud by the government’s own health authority. Cities that name their problems in official documents have a chance of fixing them.
The district heating network is expanding. Twenty-five new Stadler trams replaced the oldest diesel-era stock in 2023. The strategy names vehicle-fleet modernisation and fuel-quality enforcement as priorities. None of this is fast enough. But the direction is forward. And the air you breathe in June is proof that the valley itself isn’t the problem — the heating and the vehicles are. Those can change. The valley cannot.
